Today, many people on the earth know that this planet has entered its critical period which is much more important than two or three centuries ago; in fact the Earth has faced great changes compared to thousands of years ago from ecological point of view. Non correspondence of today's human needs with the resources available on the Earth is the great challenge of modern man which has aroused the scientists' concerns; thus, they have concentrated their energy on the formation of communities and have displayed, modern values, arrangements and economies appropriate with world persistence.

Management Theories which were formulated on the assumption of Abundance of Resources many years ago should now be formulated on the assumption of Restriction of Resources. On this basis, it has become clear for all the people of the world that the movement of human community based on persistent development is the only way to continue life on the earth. In order to materialize this, it is necessary to put a serious emphasis on management theories appropriate to the persistent development and limitation of natural resources among which the major manifestation are: limitation of water resources in Iran.

Considering the major attempts made in connection with water issues throughout the world, the real management of resources and water consumption still need considerable changes; annual precipitation of 250 millimeters to 750 millimeters, world precipitation average, limitation of drinking water resources in Iran, nonstandard exploitation of underground waters, lack of ability in exploiting major ground water resources, increasing pollution resulting from home, agricultural and industrial waste water, lack of accurate databases of the census and figures of water reserves are among the main challenges facing water industry.

ABRAH PAJOOHAN GHARB Consulting Engineers, a small member of Iran Water Industry, along with other similar professions, exploiting its experts and specialists' knowledge and experience and on the basis of sympathetic managers' and authorities' support dealing with water, and executive organizations related with water, has the honor to play its role as the technical arm of this industry and causes the beneficiaries, employers and communities satisfaction and be able to work in the best possible way carrying out the critical responsibility which is currently on the shoulder of this small sector for the welfare of the offspring of our Islamic country, Iran.
